ITU aims to gradually decrease the number of undergraduate students and increase the number of post-graduates so that the university functions as a center of exploration by prioritizing research - an integral function of a university in addition to its educational responsibilities. To this end, an appropriate infrastructure has been put in place by creating increased funding to maximize the potential benefits and results of research.
Established in 1984, the primary objective of the ITU Research Fund is to instigate and develop the potential of new research. As of the end of 1996, no less than 789 research projects had been initiated through the support of the Research Fund. Of these projects, 416 were conducted by graduates, 364 by the Research Development Center and 27 were Rectorate infrastructure projects. In 1997, 72 Research Development Center and 92 graduate projects, all supported and funded by the ITU Research Fund.
In addition to already existing Research-Development, graduate program and Rectorate infrastructure projects, further programs exist which include:
- The Young Researchers Support Program to give preliminary support to young researchers.
- The Multi-disciplinary Research Support program to encourage multi-disciplinary projects.
- The Defense Industry Research Support Program to motivate technological projects for Turkish defence.
- International Collaboration support Program
- Development Program to Upgrade Quality of Instruction and Training
