ITU Framework Agreement with INSA Rouen Normandy

Our Rector, Prof. Dr. Mehmet Karaca's visit to the Universities of Normandy, France in February 2017 and a visit to the French Rouen National Institute of Applied Sciences (INSA) marked the start of academic relations that resulted in the signing of a framework agreement between ITU and INSA on October 30th.

Director of INSA Rouen Normandy, one of France's well-known engineering institutes, Dr. Mourad Boukhalfa visited our University from October 29 to November 1, 2017.  Accompanied by a delegation from the French Embassy of Turkey, the ITU-INSA framework agreement was signed.

The signing ceremony took place at the Rectorate’s Senate room, with Rector Prof. Dr. Mehmet Karaca and Director of INSA, Dr. Boukhalf Mourad, Education and Cultural Counselor of the Embassy of France, Eric Soulier and Turkish Intercollegiate Academic Affairs Attache Béatrice Delpouve in attendance. At the signing ceremony, our Vice Rector Prof. Dr. Ali Fuat Aydin, Prof. Dr. Telem Gök Sadıkoğlu, Electronics and Communication Engineering Department faculty, Prof. Dr. Cafer Özkul, and the International Relations Coordinator Asst. Prof. Dr. Gülsen Uçarkus were also present.

The Agreement Will Last 3 Years

Within the scope of the agreement signed between ITU and the French Embassy in 2016, 3 post-doctoral scholarships will given for ITU research projects. This framework agreement will last three years, including the 2017-2018 academic year. This agreement includes the exchange of students and faculty members as well as conducting joint research projects, conducting joint master’s programs that provide doctoral dissertation counseling and double diploma opportunities. Within the INSA federation group in France, there are 5 other INSAs similar to INSA Rouen Normandy, namely Lyon, Toulouse, Strasbourg, Rennes, Center Val Loire (Bourges). ITU has initiated efforts to sign framework agreements similar to that with INSA Rouen with the other 5 INSAs.

Applications Will be Accepted in 2018

France’s Embassy in Ankara will pay approximately 5,200 Euros for 3 months to each selected researcher in the post-doctoral program. ITU will then contribute a total of 4,500 dollars for the following 3 months. 6 researchers, 3 in the academic year 2018-2019 and 3 in the academic year 2019-2020, will have the opportunity to do post-doctoral studies in French laboratories. Applications will begin to be received in the first month of 2018.

Laboratory Facilities Were Examined

Mourad Boukhalfa visited laboratories in the Faculties of Science and Letters, Computers and Informatics, Civil Engineering, Chemistry and Metallurgy and Aerospace and Astronautics, holding talks with relevant faculty members and researchers. Boukhalfa stated that he will be sharing his findings with the other 5 INSAs (National Institute of Applied Science) regarding ITU’s dynamism and potential and would like to accept candidates from the aforementioned French Embassy-ITU joint post-doctorate program for 2018-2019 and 2019-2020 at the INSA laboratories.
