CoHE Announced Performances of Research Universities: Our University is in 2nd Place

“Research and Candidate Research Universities” determined as part of the “Specialization and Mission Differentiation Project” introduced to the higher education system by the “New CoHE” was announced by President Recep Tayyip Erdoğan at the Opening Ceremony of the 2017-2018 Academic Year held at the Presidential Complex on September 26, 2017.

“Research and Candidate Research Universities” determined as part of the “Specialization and Mission Differentiation Project” introduced to the higher education system by the “New CoHE” was announced by President Recep Tayyip Erdoğan at the Opening Ceremony of the 2017-2018 Academic Year held at the Presidential Palace on September 26, 2017.

The performances of the universities included in the project are monitored annually according to the criteria determined by the “Monitoring and Evaluation Committee” established within the Council of Higher Education. The results of the Committee’s evaluation based on 2017 and 2018 data of 11 Research Universities and 5 Candidate Research Universities included in the project were shared with the public last year.

The performances for 2019 were evaluated according to 32 indicators under 3 headings


After completion of the studies for the Research Universities Performance Monitoring Index for 2019 in cooperation with TÜBİTAK, Research and Candidate Research Universities were evaluated according to 32 indicators under the headings "Research Capacity", "Research Quality" and "Interaction and Cooperation" and a ranking was made accordingly.
For evaluating the “Research Capacity” dimension, “the university’s number of scientific publications, number of citations, number of national projects, amount of funds obtained from national projects, amount of international project funds, number of national and international patent applications, number of national patent certificates, number of international patent certificates, number of utility model/industrial design certificates, number of doctoral graduates and number of doctoral students” were considered.

For the “Research Quality” dimension, “rate of scientific publications within 50% of the InCites Journal Impact Factor, rate of scientific publications within 10% of the InCites Journal Impact Factor, number of national science awards, number of faculty member firms, number of student/graduate firms, number of students in CoHE 100/2000 PhD Scholarship Program, number of students in TÜBİTAK 2244 Industrial PhD Program, amount of funds obtained within the scope of TÜBİTAK 1004 Technology Platform Project, open access percentage of scientific publications, open access percentage of dissertations, frequency of entering the top 500 in world academic achievement rankings and number of accredited programs” indicators were considered.

For the “Interaction and Collaboration” dimension, “rate of university - university collaborative publications, rate of university - industry collaborative publications, rate of internationally/international collaborative publications, number of university - industry collaborative patent certificates, number of internationally/international collaborative patent certificates, ratio of funds received from university - industry collaborative R&D and innovation projects within the scope of public funds to the number of relevant projects, ratio of the funds received from contracted university - industry collaborative R&D and innovation projects to the number of relevant projects, rate of international students, rate of international faculty members and the number of exchange faculty members/number of students” indicators were considered.​

The ranking of Research and Candidate Research Universities

Additional budget allocation to top five universities


As a result of the evaluation, the top five universities with the highest performance in 2019 were determined as Middle East Technical University, Istanbul Technical University, Boğaziçi University, İzmir Institute of Technology, and Ankara University.

Additional budget was allocated by the Strategy and Budget Office of the Presidency of the Republic of Turkey to the Research Universities that are in the first five places of the performance ranking for 2019.

Five universities moved up in the ranking


According to 2019 performance evaluation results, Istanbul Technical University, Ankara University, Ege University, Bursa Uludağ University and Çukurova University moved up in the ranking compared to the previous year. It is noteworthy that three of these five universities that moved up in the ranking (Ege University, Bursa Uludağ University, and Çukurova University) are Candidate Research Universities. This shows that the project is proceeding successfully in accordance with its objectives.

“Label change” will be in 2021


When the project was introduced to the public, it was announced that the title “research university” would not be permanent for the 11 universities determined within the scope of the project. The project was planned such that when reports concerning the performances of the research universities are shared with the public every year, some universities;

(a) May lose the title of research university due to their low performance,

(b) May be promoted to the status of Research University from that of Candidate Research University due to their outstanding performance.

According to this plan, there will be no increase in the number of research universities and candidate research universities, but there will be universities that maintain their positions, lose their positions or rise to higher positions lost by other universities.

In this context, “label change” to be made according to the performances of our Research and Candidate Research Universities will be carried out in 2021 after the completion of the 2020 performance evaluation. As a result of these evaluations, there may be position exchanges between our Research and Candidate Research Universities.

“Transparent, accountable and competitive processes” for quality in higher education


As the “New CoHE”, we think that quality in higher education will increase through transparent, accountable and competitive processes. Similar to “Foundation Higher Education Institutions Report” and “University Monitoring and Evaluation General Report” we announce every year, our purpose in sharing “Annual Performance Report of Research and Candidate Research Universities” with the public is to provide access to data about the development of our higher education system.

The greatest role in achieving the diversity goal introduced to the Turkish higher education system by the “New CoHE” is played by the Specialization and Mission Differentiation Project. The most important factor for the success of this project is “transparency”. Sharing all data with the public in an analytical manner results in universities competing with each other in a competitive environment based on academic output.

As the “New CoHE”, we believe that “transparency” and “competition” are very important for the contribution of higher education to the development of our country and science. As the Council of Higher Education, we congratulate all our universities whose performance has increased and wish their success to continue…
